M/F IECD Country Representative for Myanmar & Thailand Project Manager – Support to Hospitality Schools in Myanmar
Context
IECD is a non for profit organization established in 1988 and that is mainly acting in the field of international solidarity. The organization is focusing on socioeconomic development programs in partnership with local institutions around the world. IECD is active in the fields of vocational training and social integration, support to micro and small entrepreneurs and promotion of education and health for vulnerable people.
Since 1992, IECD created and technically-assisted 21 hospitality and catering vocational training centers across 13 countries – including the Hospitality and Catering Training Center (HCTC) launched in Mae Sot, Thailand, in 2010.
In 2015, IECD decided to broaden the scope of its activities in Southeast Asia and has initiated several field missions and visits to Nay Pyi Daw, Yangon and Inle to identify potential local partner organizations in the field of hospitality and tourism. Since July 2015, with the financial support of the French Development Agency (AFD), IECD is conducting the following activities in Myanmar:
- Support to 2 existing hospitality schools:
- The Inle Heritage Hospitality Vocational Training Center (IHHVTC), which offers a hospitality training to 40 vulnerable youth from the Shan State every year (http://inleheritage.org/en/ihhvtc/)
- The Yangon Bake House, which provides pastry and cooking skills training to vulnerable women (http://www.yangonbakehouse.com/)
IECD’s support is decided with each school at the beginning of the year; it includes some training of trainers, technical assistance in curricula development (hospitality and tourism subjects, life skills…), support in planning activities and refining strategy, support to set-up and run tools for the students’ follow-up during and after training, consulting to increase the income-generating activities in order to maintain sustainable hospitality and catering vocational training programs…
- Launch of a social business: in Yangon and in partnership with LuxDev (Luxembourg development agency) and the MOHT (Ministry Of Hotels and Tourism), IECD is preparing for the launch of a social business, which will offer a bakery and pastry training program to 15 disadvantaged youth every year; the school launch is planned in June 2018. The 20-months training program is based on the ASEAN skills standards and will provide competencies close to the French CAP; it will also include English and life skills classes. The Yangon bakery & pastry school will benefit from the experience of IECD in Vietnam where 2 similar social businesses are already supported (in Hue since 2015 – link to some videos: https://www.youtube.com/results?search_query=IECD+Vietnam – and in HCMC since 2017). One of the objectives of the 3 schools is to cover their operational costs with the sale of the products manufactured by the students during their practical training; it is almost the case in Hue (self-funding rate of 95%).
Missions
This position includes three different missions: the first one as the IECD Country Representative in Myanmar, the second one as the IECD Country Representative for Thailand and the third one as the Support to Myanmar Hospitality Schools’ project manager.
- As the IECD Country Representative in Myanmar
- Pursue and finalize the actions to register IECD as an international NGO in Myanmar
- Ensure IECD representation to local authorities, financial partners and to every structure that wants to work with IECD or that is interested in IECD
- Keep working on structuring the local IECD anchorage in Myanmar through a solid social network and local partners
- Support and manage the IECD team in Myanmar – currently one project manager for the social business and one assistant project manager (transversal)
- Ensure that IECD and its staff (from Myanmar and abroad) based in Myanmar abide by local laws (reporting to local authorities, operating permit, working permit, etc.)
- Validate, control and follow-up the IECD Myanmar projects’ budgets, the IECD bank account and the local expenses of IECD in Myanmar
- Seek funding to ensure the good functioning and development of the different IECD projects in the country
- Work with the South East Asia operations Director on coordinating the activities and on the IECD development strategy in Myanmar
- Identify local talents who will be able to ensure the success of the IECD projects in Myanmar
- As the Support to Hospitality Schools in Myanmar project manager
- Ensure the piloting and implementing of the project:
- Developing and maintaining the relationship with the representatives of each partner school,
- Developing and implementing the activities plan,
- Mobilizing internal and external expertise based on each school’s needs,
- Supervising and controlling progress and achievements of the project
- Identify a new (public) partner school
- Ensure the financial follow-up:
- Developing and managing the annual budget
- Piloting and supervising financial reports and audit processes
- Ensure reporting:
- internal and external reporting
- Preparation of evaluations
- As the IECD Country Representative for Thailand
IECD currently supports one project in Thailand: the Hospitality and Catering Training Center (HCTC) launched in Mae Sot in 2010. As the IECD Country Representative for Thailand, the candidate will have to:
- Support and manage the HCTC project manager (also school director) through weekly calls, regular missions on the field (4 or 5 / year) and on-demand support
- With the support of the HCTC project manager:
- Ensure IECD representation to local authorities and financial partners
- Keep working on structuring the local IECD anchorage in Thailand on a legal standpoint and through a solid social network and local partners
- Seek funding to ensure the good functioning and development of the HCTC

Profile
Education: Degree in a relevant field from a business or engineering school or a University.
Experience: at least 10 years of professional experience in the business or developing sector
Required skills:
- Professional level in English; mastery of French will be an asset
- Excellent interpersonal skills to ensure representation to various partners (local authorities, financial partners and private companies, etc.)
- Ability to build strong relationships: mobilize and unite a partners network
- Ability to lead teams: support, unite and train
- Project management: operational monitoring and impact measurement
- Skills in budget forecast and follow-up
- Excellent writing skills
- Fully proficient in MS Office, proficiency in Excel is mandatory

Conditions
Status: French Voluntary service of International Solidarity (VSI) that includes a 3 days info-session or local contract
Under the supervision of: the South-East Asia operations Director
In close collaboration with:
The team of the Education, Vocational training and Youth Employability
Administrative teams, based in Paris
Starting date and duration: September 2018 for 2 years, with possible extension
Localization: Yangon, Myanmar
Compensation package:
- Compensation, commensurate with experience
- Housing allocation
- A roundtrip plane ticket per year of mission (including the plane tickets for the initial departure and the definitive return)
- Complete medical and social pack (sickness, accident and complementary health insurance) and basic retirement plan based on French Social Security
